ROLE
KMRG, LLC (KMRG) is a federal services company that hires talented professionals to support Government agencies and the communities they serve. We are hiring an experienced Congressional Affairs Specialist to support the Inter-American Foundation (IAF).

In this role, you will provide senior-level subject matter expertise supporting congressional and interagency reporting, stakeholder engagement, legislative and appropriations analysis, and executive communications. You will advise and support IAF leadership while Government decisions and approvals remain with IAF.

RESPONSIBILITIES
Congressional & Interagency Affairs
  • Serve as a subject matter expert on federal and IAF reporting requirements and U.S. national security alignment
  • Provide technical advice and assistance on IAF engagement with Congress and interagency stakeholders
  • Track and communicate congressional and interagency updates, contacts, emerging issues, and stakeholder interests
  • Monitor laws, legislative history, hearings, OMB circulars, regulations, and controls affecting IAF reporting and oversight
  • Prepare and coordinate congressional RFIs, reports, and related materials for leadership review and approval
  • Facilitate engagement with Congress, the Department of State, OMB, and other interagency stakeholders as needed
Executive Communications, Planning & Reporting
  • Advise IAF leadership on congressional and interagency matters
  • Draft and edit executive briefings, talking points, memoranda, testimony, Q&A materials, and sensitive communications
  • Coordinate with the Communications Team on external-facing publications and materials
  • Develop an annual external-affairs workplan covering key reports, projects, and engagement milestones
  • Prepare monthly status reports on projects, priorities, milestones, and completed tasks for IAF leadership
  • Support congressional and interagency oversight travel and external-facing events when delegated and approved
  • Prepare a final close-out report and transition memo covering completed work, key contacts, files, and ongoing tasks
  • Participate in kick-off, orientation, routine check-ins, and other required meetings with staff and external stakeholders

REQUIRED QUALIFICATIONS
  • U.S. citizenship
  • Fluency in English and Spanish, oral and written
  • Bachelor’s degree in political science, public administration, public policy, law, international relations, communications, or a related field
  • Minimum 10 years of relevant experience working with Capitol Hill and U.S. executive agencies
  • Strong understanding of legislative and executive branches, including appropriations, budgeting, congressional oversight
  • Experience analyzing legislation, statutory language, and committee reports for operational, legal, or budgetary impacts
  • Experience drafting sensitive executive briefings, testimony, and Q&A materials for congressional or interagency engagements
  • Strong plain-language writing skills and ability to distill complex information into concise executive materials under tight deadlines
  • Experience preparing and clearing responses to Congressional Letters of Inquiry, RFIs, and annual reporting requirements
  • Ability to build effective relationships with cross-agency teams, congressional staff, White House liaisons, and interagency partners
  • Ability to stay current on laws, hearings, OMB guidance, regulations, and controls affecting federal reporting and oversight
  • Strong analytical judgment and the ability to provide timely technical guidance to senior leadership
  • Strong computer skills, including word processing, spreadsheet programs, and contacts database management
  • Ability to manage recurring reports, deadlines, meetings, and stakeholder requests with accuracy and continuity
  • Ability to comply with IAF security, privacy, IT, and operational requirements

PREFERRED QUALIFICATIONS
  • Experience in the foreign assistance or international development space 
  • Regional familiarity with Latin America and the Caribbean 

LOCATION
  • Washington, DC 20004

TRAVEL
  • Local travel in the Washington, D.C. area is expected 1-2 times per week
  • 2-3 week-long trips per year beyond local travel radius to support congressional and interagency oversight visits

SECURITY & ACCESS REQUIREMENTS
  • Must successfully complete, at minimum, a National Agency Check with Written Inquiries (NACI)
  • Must complete required identity verification, fingerprinting, suitability screening, and PIV credentialing before receiving unsupervised access to IAF facilities or systems
  • Must complete IAF IT Security Awareness Training before accessing IAF computers or networks
  • IAF systems and data may only be accessed using authorized Government-furnished equipment (GFE)
