RESPONSIBILITIES
Table of Allowance (TOA) Management:
- Validate the TOA for Naval Beach Group ONE (NBG-1)’s four subordinate units by comparing on-hand inventory to the authorized inventory in Naval Facilities Engineering Systems Command’s (NAVFAC) Advanced Base Functional Component (ABFC) database
- Complete TOA validation annually and submit a report to the Contracting Officer’s Representative (COR) by June 30
- Develop and submit a one-time Baseline TOA for the Forward Deployed Naval Force (FDNF) by using existing TOAs from ACU (Assault Craft Unit) and BMU (Beachmaster Unit)
- Review applicable TOA-related instructions and procedures for NBG-1, ACB-1 (Amphibious Construction Battalion), ACU-1, and BMU-1 annually
- Submit a review results report to the Contracting Officer’s Representative (COR) no later than December 31 of each year
- Submit Allowance Change Requests (ACRs) to the COR monthly to document additions, deletions, or modifications to NBG-1 unit TOAs
- Conduct quarterly TOA meetings with NBG-1 units to review program status in accordance with NBG-1 TOA Manager Instruction 4400.1B
- Submit a summary report of each TOA meeting to the COR within five working days
- Attend NAVFAC Navy Expeditionary Program Office (NEPO) TOA planning conferences and coordinate with commodity program managers to compile prioritization recommendations for TOA modernization and recapitalization procurements
- Submit a prioritized procurement report in Excel to the COR within five working days after each conference
- Compile procurement lists in Excel format for items required to replace shortages and/or damaged items every quarter
- Submit completed procurement lists to the COR
- Coordinate with the NBG-1 Supply Officer and subordinate commands to develop an annual Expeditionary Buy Plan that identifies procurement needs in support of mission requirements
- Submit the finalized Expeditionary Buy Plan in Excel to the COR no later than June 30 of each year
- Identify equipment nearing end-of-life and report to the COR and responsible Supply Officer every quarter
- Conduct an annual validation of TOA inventory to identify equipment shortfalls and suitable substitutes aboard the Maritime Prepositioning Force Squadron (MPSRON)
- Complete the TOA inventory validation no later than June 30 each year
- Prepare and submit a Report of Readiness Condition of TOA Assets to the COR quarterly
- Review and compile prepositioned spare parts and collateral lists for the NBG-1 Training Container embarked on MPSRON ships
- Prepare and submit compiled parts and collateral lists in Excel format to the COR by December 31 of each year
- Serve as the Container Control Officer by managing over 300 International Organization for Standardization (ISO) containers (e.g., inventory tracking)
- Report the readiness status of ISO containers to the COR annually
- Develop turn-in documentation equipment designated for Defense Reutilization and Marketing Office (DRMO) disposal
- Submit turn-in documentation to DRMO semi-annually and ensure its completion no later than June 30 of each year
- Schedule the pick-up or delivery of TOA items for DRMO monthly
KNOWLEDGE & SKILLS
- Proficiency in Microsoft Excel for managing procurement data, tracking inventory levels, and generating reports
- Knowledge of logistics databases, reporting tools, and inventory management software
- Advanced organization skills with keen attention to detail to coordinate across multiple stakeholders
BACKGROUND
- Experience working with Table of Allowance (TOA) management preferred
- Experience with Naval supply/logistics systems (e.g., NAVFAC, NEPO) preferred
- Experience managing inventory, procurement, and supply chain operations preferred

- Bachelor’s degree preferred
