RESPONSIBILITIES
I. Administrative & Program Support (Approx. 30% of overall effort)
- Draft and prepare reports, presentations, talking points, and visualizations for internal use and senior leadership briefings
- Coordinate with the military treatment facilities (MTFs) website administrator to publish relevant data and program updates to the Command’s intranet
- Schedule and facilitate meetings, seminars, training sessions, and audits related to DMHRSi, MEPRS, and DQMC programs
- Collect, analyze, and validate personnel labor data and clinical workload data from all workcenters to ensure accurate cost representation of healthcare services
- Perform manpower and workload data reconciliation for reporting to the DHA Financial Operations Directorate (J-8), the Commanding Officer, and other designated leadership
- Monitor compliance with applicable Department of Defense (DoD), Bureau of Medicine and Surgery (BUMED), Department of the Navy, and Defense Health Agency (DHA) policy updates
- Identify and analyze data discrepancies; submit tickets or incident reports via GSC Online Services Portal or MHS Service Helpdesk when issues cannot be resolved locally
- Maintain working knowledge of DMHRSi, MEPRS, and DQMC programs and their functions
- Remain familiar with associated subsystems including MHS GENESIS (Revenue Cycle, PowerChart, Discern), Expense Assignment System (EAS), and GFEBS
- Serve as a resource for understanding system upgrades, releases, and changes to ensure their application throughout U.S. Naval Hospital Guam and Branch Clinics
- Assist with the development and delivery of training to Command staff and outlying clinics to ensure understanding and compliance with DMHRSi, MEPRS and DQMC Programs
- Conduct audits and comprehensive reviews of department-level submissions and provide feedback to department heads to support process improvement
- Conduct special studies and data-driven analysis to identify process improvement opportunities, recommend corrective actions, and support decision-making
- Present analysis results in verbal, written, or graphical formats to the Cost Analysis and Program Evaluation (CAPE) Office Supervisor, Director for Resource Management, and executive leadership
- Perform additional tasks within the general scope (e.g., support to the Resource Management Department, etc.)
KNOWLEDGE & SKILLS
- Knowledge of medical office functions and clinical support operations
- Knowledge of DHA systems and platforms (e.g., DMHRSi, MEPRS, DQMC, MHS GENESIS)
- Ability to attain functional mastery as required by the role
- Knowledge of the organizational structure, mission, and management objectives of the Command and its Branch Clinics (e.g., DoD, Navy, BUMED, and DHA)
- Ability to evaluate work performance, assess resource utilization, and validate workload reporting methods/data outputs
- Ability to prepare and deliver clear, effective written and oral reports (e.g., charts, graphs, and visual presentations)
- Ability to establish and maintain professional working relationships across different departments
- Ability to support data collection, validation, and reporting in compliance-driven environments
BACKGROUND
- Minimum of one (1) year of experience in a general medical administrative environment required
- Experience with DoD-specific platforms (e.g., DMHRSi, MEPRS, DQMC, MHS GENESIS) required
- Experience with DoD systems and tools (e.g., DoD365, GFEBS, and DTS) preferred
- Experience working within or supporting the DHA or MTFs strongly preferred
- Experience with timecard systems, workforce planning, or manpower utilization analytics preferred
- Experience coordinating with clinical and administrative departments in a healthcare setting preferred
EDUCATION
- High school diploma or equivalent required
- Bachelor’s degree in a related field preferred
