RESPONSIBILITIES
- Identify competency requirements for selected occupations
- Support management in validating future skill needs
- Conduct focus groups and collect occupational task and competency data
- Develop competency models with proficiency levels, behavioral indicators, and importance ratings
- Analyze results of competency assessments to identify skill gaps
- Assist leadership in prioritizing gaps based on impact and urgency
- Support evaluation of strategies to close gaps, including training, development, or staffing actions
- Provide input on targeted approaches such as stretch assignments or recruitment solutions
- Create formalized action plans to address high-priority gaps
- Support long-term workforce planning tied to strategic workforce goals
KNOWLEDGE & SKILLS
- Knowledge of competency modeling and workforce planning principles
- Knowledge of gap analysis methods and competency assessments
- Knowledge of data collection techniques, such as focus groups and task analysis
- Knowledge of training, development, and staffing strategies to close workforce gaps
- Skilled in collaborating with management to identify and prioritize competency needs
- Skilled in designing models with proficiency levels and behavioral indicators
- Skilled in creating clear and actionable workforce plans and documentation
- Strong communication skills
BACKGROUND
- Minimum of five (5) years of experience in developing competency models for a variety of occupations
- Minimum of five (5) years of experience facilitating and performing job tasks analysis or a similar approach to developing competency models
- Minimum of five (5) years of experience in developing strategies to close identified competency gaps
EDUCATION
- Bachelor’s degree in a related field preferred
