ROLE
We are seeking a part-time Federal Classification Analyst to support the Federal Retirement Thrift Investment Board (FRTIB) in Washington, D.C. Your responsibilities will focus on reviewing and classifying General Schedule (GS) positions, conducting desk audits, and preparing accurate position descriptions and evaluation statements in accordance with U.S. Office of Personnel Management (OPM) standards.

RESPONSIBILITIES
  • Review existing position descriptions (PDs) and proposed updates for accuracy and completeness
  • Analyze new positions by reviewing major duties, supervisory controls, guidelines, and key contacts
  • Work with HR staff and program supervisors to resolve classification-related questions and ensure accurate documentation
  • Develop and classify position descriptions using U.S. OPM classification standards, job family guides, and grading criteria
  • Use the Factor Evaluation System (FES) for all non-supervisory positions
  • Apply the General Schedule Supervisory Guide (GSSG) when drafting and classifying supervisory roles
  • Determine and assign Pay Plan, Title, Series, and Grade for each position
  • Ensure position descriptions describe principal duties, required knowledge, physical demands, and working conditions
  • Prepare written evaluation statements to support all classification decisions, including those resulting from desk audits
  • Determine appropriate position classification coding and complete the Optional Form 8 (OF-8) and required ancillary forms (e.g., Fair Labor Standards Act (FLSA) form, 450 Job Aid, data standard code determination checklist)
  • Submit unsigned OF-8 and position descriptions to the FRTIB HR representative for processing
  • Review existing position descriptions to update or confirm classification codes and supporting documentation
  • Conduct desk audits with employees, supervisors, and subject matter experts to validate duties and responsibilities
  • Review work samples and supporting documents to determine proper classification
  • Recommend final Title, Series, and Grade, and provide a written justification for each decision

KNOWLEDGE & SKILLS
  • Knowledge of OPM classification standards (e.g., GSSG)
  • Knowledge of federal HR and position management practices
  • Knowledge of GS pay plans, titles, series, and grading criteria
  • Knowledge of FLSA determinations and OF-8 documentation
  • Knowledge of desk audit procedures and classification audits
  • Skilled in analyzing duties and applying classification criteria
  • Skilled in conducting desk audits and stakeholder interviews
  • Skilled in writing clear position descriptions and evaluation statements
  • Skilled in reviewing and completing coding and documentation accurately
  • Skilled in communicating classification decisions to stakeholders
  • Skilled in collaborating with HR and supervisory personnel
  • Strong communication skills and attention to detail

BACKGROUND
  • Minimum of five (5) years of experience in the position classification of General Schedule positions within the Federal government required
  • Minimum of five (5) years of experience in applying Office of Personnel Management classification standards, guides, and job family standards, and tools required

EDUCATION
  • Bachelor’s degree in a related field preferred

The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 100% of the time; frequently required to move about to access file cabinets and use office equipment such as personal computer, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 100% of the time.
